Overseeing local data collection and baseline studies, supporting the establishment of the Passenger Transport Authority, and guiding municipalities in preparing depots, routes, and operational structures.

Facilitating stakeholder engagement, bus demand assessment , supporting legal and regulatory harmonization, contributing to financial and subsidy analysis, and ensuring compliance with EBRD standards.

This is an EBRD funded project and implemented by SYSTRA (UK) and RECURA (Kosovo).

Tregerma is engaged as a lead for the design, build and operationalization of a regional (Western Balkan) digital platform that enables the deployment of zero-emission bus fleets and systematic implementation of Sustainable Urban Mobility Plans (SUMP) across the Western Balkans.

The platform delivers a harmonized, interoperable data ecosystem for monitoring fleet decarbonization, alternative-fuel infrastructure, and policy progress, aligned with the Clean Bus Platform Declaration and EU frameworks.

Expansion and Modernization of the Trafiku Urban Bus Depot

Tregerma, as a sub-contractor to PPG d.o.o. (BiH), supported the modernization of the bus depot & parking lot and prepared the full preliminary and main design for the power supply and distribution network needed for e‑bus chargers.

This included assessing current capacity, projecting future demand, and evaluating the need for a new or expanded substation as part of the depot upgrade.

Tregerma and EU Bridge (AL) co-implemented climate risk assessment and developed adaptation strategies for urban mobility systems in Tirana, Shkodra and Prishtina.
A coordinated multi-sectoral approach was advanced through close stakeholder collaboration to promote sustainable mobility solutions. Some of measures proposed were:

  • shaded walkways

  • flood-resilient bus stops

  • improved cycling networks

Climate Resilience in Urban Mobility Assessment

Tregerma is proud to partner as a subcontractor to Arup Group on a comprehensive 30-month Bus Network Restructuring and Implementation Study for the city of Prishtina. This project encompasses a full redesign of the bus network, including traffic integration, contracting, and Public Service Contract (PSC) monitoring. Key project components include:  

  • In-depth evaluation of the existing transport network.

  • Designing a new, efficient bus network based on demand assessment.

  • Providing expert advice and guidance for route tendering and oversight.

  • Proposing enhancements for the bus fleet, infrastructure, facilities, as well as a modernized ticketing system with an integrated tariff policy.

Our goal is to support a seamless, efficient, and sustainable urban transport experience for Prishtina’s residents.

Tregerma was subcontracted by Arup (UK) for an EBRD-funded project to support the Municipality of Prishtina and private bus operators in developing a Public Service Contract (PSC) — a pivotal step in advancing public transport services for the city.

Our role involved collaborating closely with the team lead to:

  • Estimate costs for the municipality

  • Evaluate procurement programs

  • Prepare an initial Public Service Contract (PSC)

  • Facilitate an operator workshop

  • Provide comprehensive support in preparing and awarding the initial PSC to a private bus operator

Tregerma was appointed as Team Lead for a UNDP-funded project under the ‘City Experiment Fund and Urban Transformation Initiative’ to deliver a comprehensive Feasibility Study for a Bus Priority Strategy, focusing on Bus Lanes 1 and 4.

Over a five-month period, Tregerma successfully delivered four critical project milestones:

  1. Existing Plans and Infrastructure Report

  2. Passenger Data and Demand Characterization Report

  3. Action Plan with Timeline, Budget, and Deliverables

  4. Bus Priority Measures Implementation Report

The final outcomes were presented in a collaborative stakeholder workshop, fostering support and aligning on next steps for effective implementation.

Tregerma was engaged by the Ministry of Economy (MoE) in a specialist role focused on energy efficiency for a major Public School Regeneration and Refurbishment Project. Tasked with overseeing a €5 million international contract between the MoE and KfW, Tregerma's role ensures the successful upgrade of elementary school facilities across five beneficiary municipalities. This project emphasizes energy efficiency interventions, aiming to create sustainable, modernized learning environments for students and communities.
